THE SOVEREIGNTY OF GOD IN SCRIPTURE
~ A Scriptural Search of Who God Says He Is ~
Yours, O LORD, is the greatness, the power and the
glory, the victory and the majesty; For all that is in
heaven and in earth is Yours; Yours is the kingdom, O
LORD, and You are exalted as head over all. 1 Chron
29:11 NKJV
For
a Christian, most of our perceptions about the
circumstances in our lives comes from our view of God.
When we only receive a portion of Who He is, then it
minimizes how He can communicate with us, and how we
perceive what He is saying.
For
several years I have had the longing for and been
praying about coming into the promise of His sabbath
rest. That promise comes from the section of scripture
in Hebrews 4. As defined there, sabbath rest is when we
believe God. If we believe Him, we are able to rest in
Him. I have studied and studied that and have finally
found the key to understand what it means to believe
God. In order to believe God, we must believe Who He is.
When wrestling with the evil in the spirit world and
evil in man’s world, it is hard to put it all together
with the loving God that we know. In my search, this led
me to accept His absolute Sovereignty, for I found no
rest without this basic and most important understanding
of the wonderful and absolute God we serve. There is
such comfort in knowing that He rules over all.
In
the following scriptures it is very clear that God
Himself, men inspired by Him, and Biblical records of
historical events declare that He is Sovereign. The word
sovereign means all ruling. He created everything, and
everything created serves His purpose. Nothing takes
place without His permission. When a believer couples
this knowledge with His love, they can indeed trust they
are in good care.
2 Tim 3:16-17 NKJV
All Scripture is given by inspiration of God, and is
profitable for doctrine, for reproof, for correction,
for instruction in righteousness, 17 that the man of God
may be complete, thoroughly equipped for every good
work.
Mark 12:24 NKJV
Jesus answered and said to them, "Are you not therefore
mistaken, because you do not know the Scriptures nor the
power of God?

forever.

God has put this knowledge in their hearts. 20 From the
time the world was created, people have seen the earth

knowing God.

But Jesus deserves far more glory than Moses, just as a
person who builds a fine house deserves more praise than
the house itself. 4 For every house has a builder, but
God is the one who made everything.
Heb 11:3 NLT
By faith we understand that the entire universe was
formed at God's command, that what we now see did not

to whom be glory forever. Amen.

3. GOD IS ALL-POWERFUL
~~ He is the All Powerful, All Ruling One ~~
Rev 19:5-6 NKJV
Then a voice came from the throne, saying, "Praise our
God, all you His servants and those who fear Him, both
small and great!" 6 And I heard, as it were, the voice
of a great multitude, as the sound of many waters and as
the sound of mighty thunderings, saying, "Alleluia! For
the Lord God Omnipotent reigns!
The Greek word omnipotent means that God is all ruling:
NT:3841
pantokrator (pan-tok-rat'-ore); from NT:3956 and
NT:2904; the all-ruling, i.e. God (as absolute and
universal sovereign):
KJV - Almighty, Omnipotent.
The very fact that He sits upon a throne says that He
rules. That throne is suspended over all creation. He is
so big that earth is His footstool. (How big of a foot
can rest upon the earth?)
Acts 7:49-50 NKJV
Heaven is My throne, And earth is My footstool. What
house will you build for Me? says the LORD, Or what is
the place of My rest? 50 Has My hand not made all these
things?
Isa 40:14 NLT
No, for all the nations of the world are nothing in
comparison with him. They are but a drop in the bucket,
dust on the scales. He picks up the islands as though
they had no weight at all.
Isa 40:22 NLT
It is God who sits above the circle of the earth. The
people below must seem to him like grasshoppers! He is
the one who spreads out the heavens like a curtain and
makes his tent from them.
~~ What He Named Himself - El Shadday, the Almighty God ~~
One of the names of God is El Shadday. This means He is
almighty, powerful and all ruling. God defined Himself
when He said "I AM the Almighty God!"
Gen 17:1 KJV
And when Abram was ninety years old and nine, the LORD
appeared to Abram, and said unto him, I am the Almighty
God; walk before me, and be thou perfect.
Genesis 35:11
And God said unto him, I am God Almighty: be fruitful
and multiply; a nation and a company of nations shall be
of thee, and kings shall come out of thy loins;
KJV
Exodus 6:3
And I appeared unto Abraham, unto Isaac, and unto Jacob,
by the name of God Almighty, but by my name JEHOVAH was
I not known to them.
KJV
Hebrew for Almighty
OT:7706
Shadday (shad-dah'-ee); from OT:7703; the Almighty:
KJV - Almighty.
OT:7703
shadad (shaw-dad'); a primitive root; properly, to be
burly, i.e. (figuratively) powerful (passively,
impregnable); by implication, to ravage:
KJV - dead, destroy (-er), oppress, robber, spoil (-er),
X utterly, (lay) waste.
Rev 1:8 KJV
I am Alpha and Omega, the beginning and the ending,
saith the Lord, which is, and which was, and which is to
come, the Almighty.
NT:3841
pantokrator (pan-tok-rat'-ore); from NT:3956 and
NT:2904; the all-ruling, i.e. God (as absolute and
universal sovereign):
KJV - Almighty, Omnipotent.
NT:2904
kratos (krat'-os); perhaps a primary word; vigor
["great"] (literally or figuratively):
KJV - dominion, might [-ily], power, strength.
Scriptures using #3841, God is all ruling: 2 Cor 6:18,
Rev 1:8, Rev 4:8, Rev 11:17, Rev 15:3, Rev 16:7, Rev
16:14, Rev 19:6, Rev 19:15, Rev 21:22
~~ What Others Said of His Power ~~
Ps 62:11 NKJV
God has spoken once, Twice I have heard this: That power
belongs to God.
Heb 1:3 NAS
And He is the radiance of His glory and the exact
representation of His nature, and upholds all things by
the word of His power.
Deut 3:23 NKJV
O Lord GOD, You have begun to show Your servant Your
greatness and Your mighty hand, for what god is there in
heaven or on earth who can do anything like Your works
and Your mighty deeds?
Ps 65:5-7 NKJV
By awesome deeds in righteousness You will answer us, O
God of our salvation, You who are the confidence of all
the ends of the earth, And of the far-off seas; 6 Who
established the mountains by His strength, Being clothed
with power; 7 You who still the noise of the seas, The
noise of their waves, And the tumult of the peoples.
Jer 32:17 NKJV
Ah, Lord GOD! Behold, You have made the heavens and the
earth by Your great power and outstretched arm. There is
nothing too hard for You.
Matt 6:13 NKJV
And do not lead us into temptation, But deliver us from
the evil one. For Yours is the kingdom and the power and
the glory forever. Amen.
Eph 3:20-21 NKJV
Now to Him who is able to do exceedingly abundantly
above all that we ask or think, according to the power
that works in us, 21 to Him be glory in the church by
Christ Jesus to all generations, forever and ever. Amen.
Rom 1:20 NLT
From the time the world was created, people have seen
the earth and sky and all that God made. They can
clearly see his invisible qualities--his eternal power
and divine nature. So they have no excuse whatsoever for
not knowing God.
Eph 1:19-21 NLT
I pray that you will begin to understand the incredible
greatness of his power for us who believe him. This is
the same mighty power 20 that raised Christ from the
dead and seated him in the place of honor at God's right
hand in the heavenly realms. 21 Now he is far above any
ruler or authority or power or leader or anything else
in this world or in the world to come.

4. GOD RULES OVER MAN
~~ Mary & Elizabeth ~~
Luke 1:35-37 NLT
The angel replied, "The Holy Spirit will come upon you,
and the power of the Most High will overshadow you. So
the baby born to you will be holy, and he will be called

has become pregnant in her old age! People used to say
she was barren, but she's already in her sixth month. 37
For nothing is impossible with God."
~~ Joseph ~~

chariots, and upon his horsemen.
Isa 19:2-4 NLT
I will make the Egyptians fight against each
other--brother against brother, neighbor against
neighbor, city against city, province against province.
3 The Egyptians will lose heart, and I will confuse
their plans. They will plead with their idols for
wisdom. They will call on spirits, mediums, and psychics
to show them which way to turn. 4 I will hand Egypt over
to a hard, cruel master, to a fierce king," says the
Lord, the LORD Almighty.
~~ Israel’s Enemies ~~
Josh 11:20 KJV
For it was of the LORD to harden their hearts, that they
should come against Israel in battle, that he might
destroy them utterly, and that they might have no
favour, but that he might destroy them, as the LORD
commanded Moses.
~~ Saul ~~
1 Sam 19:23-24 NLT
But on the way to Naioth the Spirit of God came upon
Saul, and he, too, began to prophesy! 24 He tore off his
clothes and lay on the ground all day and all night,
prophesying in the presence of Samuel. The people who
were watching exclaimed, "What? Is Saul a prophet, too?"
~~ Israel ~~

Then the LORD gave me this message: 6 "O Israel, can I
not do to you as this potter has done to his clay? As
the clay is in the potter's hand, so are you in my hand.
Jer 32:38 NLT
And I will give them one heart and mind to worship me
forever, for their own good and for the good of all
their descendants.
John 12:40 KJV
He hath blinded their eyes, and hardened their heart;
that they should not see with their eyes, nor understand
with their heart, and be converted, and I should heal
them.
~~ The priests and Levites ~~
Ezra 1:5-6 NLT
Then God stirred the hearts of the priests and Levites
and the leaders of the tribes of Judah and Benjamin to
return to Jerusalem to rebuild the Temple of the LORD. 6
And all their neighbors assisted by giving them vessels
of silver and gold, supplies for the journey, and
livestock. They gave them many choice gifts in addition
to all the freewill offerings.
~~ The mother from Shunem ~~
2 Kings 8:5 NLT
And Gehazi was telling the king about the time Elisha
had brought a boy back to life. At that very moment, the
mother of the boy walked in to make her appeal to the

brought back to life!"
~~ Job ~~
Job 23:13-14 NLT
Nevertheless, his mind concerning me remains unchanged,
and who can turn him from his purposes? Whatever he
wants to do, he does. 14 So he will do for me all he has
planned. He controls my destiny.
~~ Jonah ~~
Jonah 1:2 & 17 NLJV
But Jonah arose to flee to Tarshish from the presence of
the LORD… 17 Now the LORD had prepared a great fish to
swallow Jonah. And Jonah was in the belly of the fish
three days and three nights.
~~ John The Baptist ~~
John 3:27-28 NLT
John replied, "God in heaven appoints each person's
work. 28 You yourselves know how plainly I told you that
I am not the Messiah. I am here to prepare the way for
him--that is all.
~~ Jesus ~~
Matt 26:36-39 NLT
Then Jesus brought them to an olive grove called
Gethsemane, and he said, "Sit here while I go on ahead
to pray." 37 He took Peter and Zebedee's two sons, James
and John, and he began to be filled with anguish and
deep distress. 38 He told them, "My soul is crushed with
grief to the point of death. Stay here and watch with
me." 39 He went on a little farther and fell face down
on the ground, praying, "My Father! If it is possible,
let this cup of suffering be taken away from me. Yet I
want your will, not mine."
~~ Peter ~~
John 21:18-19 NKJV
Most assuredly, I say to you, when you were younger, you
girded yourself and walked where you wished; but when
you are old, you will stretch out your hands, and
another will gird you and carry you where you do not
wish." 19 This He spoke, signifying by what death he
would glorify God. And when He had spoken this, He said
to him, "Follow Me."
~~ Paul ~~
Acts 9:4-6 NKJV
Then he fell to the ground, and heard a voice saying to
him, "Saul, Saul, why are you persecuting Me?" 5 And he
said, "Who are You, Lord?" And the Lord said, "I am
Jesus, whom you are persecuting. It is hard for you to
kick against the goads."
2 Cor 12:7-10 NKJV
And lest I should be exalted above measure by the
abundance of the revelations, a thorn in the flesh was
given to me, a messenger of Satan to buffet me, lest I
be exalted above measure. 8 Concerning this thing I
pleaded with the Lord three times that it might depart
from me. 9 And He said to me, "My grace is sufficient
for you, for My strength is made perfect in weakness."
Therefore most gladly I will rather boast in my
infirmities, that the power of Christ may rest upon me.
10 Therefore I take pleasure in infirmities, in
reproaches, in needs, in persecutions, in distresses,
for Christ's sake. For when I am weak, then I am strong.
~~ The Elect ~~
Ps 37:23 NLT
The steps of the godly are directed by the LORD. He
delights in every detail of their lives.
Rom 8:28-30 NKJV
And we know that all things work together for good to
those who love God, to those who are the called
according to His purpose. 29 For whom He foreknew, He
also predestined to be conformed to the image of His
Son, that He might be the firstborn among many brethren.
30 Moreover whom He predestined, these He also called;
whom He called, these He also justified; and whom He
justified, these He also glorified.

at the right time. 20 For it won't be you doing the
talking--it will be the Spirit of your Father speaking
through you.
Eph 1:11-12 NKJV
In Him also we have obtained an inheritance, being
predestined according to the purpose of Him who works
all things according to the counsel of His will, 12 that
we who first trusted in Christ should be to the praise
of His glory.
~~ The Lawless Ones ~~
2 Thess 2:7-12 NLT
For this lawlessness is already at work secretly, and it
will remain secret until the one who is holding it back
steps out of the way. 8 Then the man of lawlessness will
be revealed, whom the Lord Jesus will consume with the
breath of his mouth and destroy by the splendor of his
coming. 9 This evil man will come to do the work of
Satan with counterfeit power and signs and miracles. 10
He will use every kind of wicked deception to fool those
who are on their way to destruction because they refuse
to believe the truth that would save them. 11 So God
will send great deception upon them, and they will
believe all these lies. 12 Then they will be condemned
for not believing the truth and for enjoying the evil
they do.
~~ All men ~~
1 Sam 2:8-10 NLT
"For all the earth is the LORD's, and he has set the
world in order. 9 He will protect his godly ones, but
the wicked will perish in darkness. No one will succeed
by strength alone. 10 Those who fight against the LORD
will be broken. He thunders against them from heaven;
the LORD judges throughout the earth. He gives
mighty strength to his king; he increases the might of
his anointed one."
Prov 16:1 KJVV
The preparations of the heart belong to man, but the
answer of the tongue is from the LORD.
Ps 33:8-11 NKJV
Let all the earth fear the LORD; Let all the inhabitants
of the world stand in awe of Him. 9 For He spoke, and it
was done; He commanded, and it stood fast. 10 The LORD

generations.

spoken--who can change his plans? When his hand moves,
who can stop him?"
Isa 29:15-16 NLT
Destruction is certain for those who try to hide their
plans from the LORD, who try to keep him in the dark
concerning what they do! "The LORD can't see us," you
say to yourselves. "He doesn't know what is going on!"
16 How stupid can you be? He is the Potter, and he is
certainly greater than you. You are only the jars he
makes! Should the thing that was created say to the one
who made it, "He didn't make us"? Does a jar ever say,
"The potter who made me is stupid"?
Romans 9:18 KJV
Therefore hath he mercy on whom he will have mercy, and
whom he will he hardeneth.

5. GOD RULES OVER KINGS
~~ All Kings ~~
Prov 21:1 NKJV
The king's heart is in the hand of the LORD, like the
rivers of water; He turns it wherever He wishes.
Ps 2:1-4 NKJV
Why do the nations rage, and the people plot a vain
thing? 2 The kings of the earth set themselves, and the
rulers take counsel together, against the LORD and
against His Anointed, saying, 3 "Let us break Their
bonds in pieces and cast away Their cords from us." 4 He
who sits in the heavens shall laugh; The LORD shall hold
them in derision.

heart obstinate, that he might deliver him into thy

~~ Ahab ~~
1 Kings 22:19-23 NLT
Then Micaiah continued, "Listen to what the LORD says! I
saw the LORD sitting on his throne with all the armies
of heaven around him, on his right and on his left. 20
And the LORD said, `Who can entice Ahab to go into
battle against Ramoth-gilead so that he can be killed
there?' There were many suggestions, 21 until finally a
spirit approached the LORD and said, `I can do it!' 22 "
`How will you do this?' the LORD asked. "And the spirit
replied, `I will go out and inspire all Ahab's prophets
to speak lies.' " `You will succeed,' said the LORD. `Go
ahead and do it.' 23 "So you see, the LORD has put a
lying spirit in the mouths of your prophets. For the
LORD has determined disaster for you."
~~ Saul ~~
1 Sam 16:14-16 NLT
Now the Spirit of the LORD had left Saul, and the LORD
sent a tormenting spirit that filled him with depression
and fear. 15 Some of Saul's servants suggested a remedy.
"It is clear that a spirit from God is tormenting you,"
they said. 16 "Let us find a good musician to play the
harp for you whenever the tormenting spirit is bothering
you. The harp music will quiet you, and you will soon be
well again."

1 Chron 29:11-12 NLT
Yours, O LORD, is the greatness, the power, the glory,
the victory, and the majesty. Everything in the heavens
and on earth is yours, O LORD, and this is your kingdom.
We adore you as the one who is over all things. 12
Riches and honor come from you alone, for you rule over
everything. Power and might are in your hand, and it is
at your discretion that people are made great and given
strength.
~~ Amaziah ~~
2 Chron 25:16 NKJV
So it was, as he talked with him, that the king said to

1 Chron 22:6-10 NLT
Then David sent for his son Solomon and instructed him

my God," David told him. 8 "But the LORD said to me,
`You have killed many men in the great battles you have
fought. And since you have shed so much blood before me,
you will not be the one to build a Temple to honor my
name. 9 But you will have a son who will experience
peace and rest. I will give him peace with his enemies
in all the surrounding lands. His name will be Solomon,
and I will give peace and quiet to Israel during his
reign. 10 He is the one who will build a Temple to honor
my name. He will be my son, and I will be his father.
And I will establish the throne of his kingdom over
Israel forever.'
~~ Rehoboam ~~
2 Chron 10:13-15 NLT

advice of the older counselors 14 and followed the
counsel of his younger advisers. He told the people, "My
father was harsh on you, but I'll be even harsher! My
father used whips on you, but I'll use scorpions!" 15 So
the king paid no attention to the people's demands. This
turn of events was the will of God, for it fulfilled the
prophecy of the LORD spoken to Jeroboam son of Nebat by
the prophet Ahijah from Shiloh.
~~ Nebuchadnezzar ~
Dan 4:28-37 NLT
"But all these things did happen to King Nebuchadnezzar.
29 Twelve months later, he was taking a walk on the flat
roof of the royal palace in Babylon. 30 As he looked out
across the city, he said, `Just look at this great city
of Babylon! I, by my own mighty power, have built this
beautiful city as my royal residence and as an
expression of my royal splendor.' 31 "While he was still
speaking these words, a voice called down from heaven,
`O King Nebuchadnezzar, this message is for you! You are
no longer ruler of this kingdom. 32 You will be driven
from human society. You will live in the fields with the
wild animals, and you will eat grass like a cow. Seven
periods of time will pass while you live this way, until
you learn that the Most High rules over the kingdoms of
the world and gives them to anyone he chooses.' 33 "That
very same hour the prophecy was fulfilled, and
Nebuchadnezzar was driven from human society. He ate
grass like a cow, and he was drenched with the dew of
heaven. He lived this way until his hair was as long as
eagles' feathers and his nails were like birds' claws.
34 "After this time had passed, I, Nebuchadnezzar,
looked up to heaven. My sanity returned, and I praised
and worshiped the Most High and honored the one who
lives forever. His rule is everlasting, and his kingdom is
eternal. 35 All the people of the earth are nothing
compared to him.He has the power to do as he pleases
among the angels of heaven and with those who live on
earth. No one can stop him or challenge him, saying, `What
do you mean by doing these things?' 36 "When my sanity
returned to me, so did my honor and glory and kingdom.
My advisers and officers sought me out, and I was
reestablished as head of my kingdom, with even greater
honor than before. 37 "Now I, Nebuchadnezzar, praise and
glorify and honor the King of heaven. All his acts are
just and true, and he is able to humble those who are
proud."
Jer 27:4-6 NLT
By my great power I have made the earth and all its
people and every animal. I can give these things of mine
to anyone I choose. 6 Now I will give your countries to
King Nebuchadnezzar of Babylon, who is my servant. I
have put everything, even the wild animals, under his
control.

the king this message: "This is what the LORD says: Set
your affairs in order, for you are going to die. You
will not recover from this illness." 2 When Hezekiah
heard this, he turned his face to the wall and prayed to
the LORD, 3 "Remember, O LORD, how I have always tried
to be faithful to you and do what is pleasing in your
sight." Then he broke down and wept bitterly.
4 Then this message came to Isaiah from the LORD: 5 "Go
back to Hezekiah and tell him, `This is what the LORD,
the God of your ancestor David, says: I have heard your
prayer and seen your tears. I will add fifteen years to
your life, 6 and I will rescue you and this city from
the king of Assyria. Yes, I will defend this city. 7 "
`And this is the sign that the LORD will give you to
prove he will do as he promised: 8 I will cause the
sun's shadow to move ten steps backward on the sundial
of Ahaz!' " So the shadow on the sundial moved backward
ten steps.

Acts 4:27-28 NLT
That is what has happened here in this city! For Herod

holy servant, whom you anointed. 28 In fact, everything
they did occurred according to your eternal will and
plan.

answered, "You could have no power at all against Me
unless it had been given you from above.
